than $100 billion in required spending cuts would also kick in if there's no deal. at the white house, major garrett says the obama administration is getting ready for those across the board cuts. major, what exactly is the white house doing to prepare? >> reporter: good morning, norah and anthony. the obama administration is in the final stages of delivering layoff notices it will deliver to federal agencies across the government, this to comply with across the board spending cuts 6% to 7% that are required in the so-called fiscal cliff. agencies will decide which employees to lay off and when. as part of these preparations, the administration also has notices it will soon deliver to delay or cancel federal government contracts. as for negotiations themselves it is a bit of a team effort here at the white house. president obama is dealing directly and spoke frequently sunday with the senate majority leader harry reid while vice president joe biden spoke frequently sunday with republican leader in the senate mitch mcconnell. mcconnell and biden get along much

negotiations in washington. we will show you remarks from president obama at the white house and senate majority leader harry reid and mitch mcconnell on the senate floor. first, an update on where negotiations stand after the meeting between president and congressional leaders at the white house. >> steven dennis joins us from the role call as a white house reporter. stephen, how did the meeting between the president and congressional leaders go? >> i think it was a meeting where they may be set the framework for getting a short- term deal to avert tax increases for most americans, extend unemployment benefits, and maybe take care of a few other small things. at this point, it is a race against the clock and it is up to harry reid and mitch mcconnell and the senate to see if they can have a bipartisan compromise. the president said if he cannot come up with something in the next couple days, he wants harry reid to bring a bill to the floor that would do with the president wants to do, which is tax increases, extend unemployment benefits, etcetera, at least get a vote on it. harry reid

cnbc that congressional leaders are planning to go to the white house tomorrow to meet with president barack obama and it is not entirely clear at this point when that meeting will take place and details are still being hammered out and we saw today a blistering series of rhetorical jabs from one side to the other and it's not clear as a result of all that whether a deal can, in fact, get hammered out in the remaining time before new year's eve and take a listen to senate republican leader mitch mcconnell earlier today explaining the problems he's facing in washington. take a listen. >> the truth is we're coming up against a hard deadline here and as i said, this is a conversation we should have had months ago. and republicans aren't about to write a blank check for anything senate democrats put forward just because we find ourselves at the edge of the cliff. >> we do know that the house of representatives has been told that the members there should be back in town here in washington expecting votes on sunday at 6:30 p.m. on sunday and we don't be what that will be and we should get m

the bleeding. gregg: hope is fading and time is running out obviously for a fiscal deal. president obama is though meeting with congressional leaders at the white house today. it's a move that tennessee senator bob corker says feels more like optics than anything else. while several other critics claim lawmakers may actually want to go off the fiscal cliff. and in fact some have said the president wants to go off the fiscal cliff. so, can a deal be reached? juan williams is a fox news political analyst. he joins us live. mary katharine ham, editor-at-large at hotair.com and is a fox news contributor. juan, what do you think about that notion? barrasso was the first one to say it on "fox news sunday" and you were there but others have said it since that the president really does want to go over the cliff so that he can reap the benefits of all of the tax revenues that would be had by everybody's taxes going up? >> i think that is historical revisionism of a very current type. he is already trying to spin this because i think it is clear from the polls that most americans want a deal. they

of a compromise. their staffers on the phone into the early morning hours. folks here at the white house up quite late as well. so it looks like some type of compromise is starting to form that would include increasing taxes on those making $450,000 or less. remember president obama wanted that threshold at 250,000. house speaker john boehner wanted it much higher at about a million dollars. this is somewhere in between. also, an extension of the unemployment insurance benefits. they're still hashing out some of the final details but it does appear as though the vice president was key in helping these negotiations to move forward. >> the negotiations go on there, kristen, we are watching the senate floor as they discuss the very details of that and debate it. keith, to you on this. political pointing out, biden's inclusion sets up a good cop/bad cop xen arroyo here among the democrats with the vice president and senator harry reid, those particular characters if you will in these negotiations. and was said by kristen that vice president -- the vice president and mitch mcconnell spoke at 12:45 a.m

that president obama will likely return to washington, d.c. at this point it seems more a matter of when and not really matter of if. and then right now the plan that the white house is trying to push forward is to deal with the tax hikes for those earning $250,000 or less. it appears those spending cuts that are the other part of the fiscal cliff will likely set in. and then what happens there will maybe be something that democrats and republicans try to deal with in the coming weeks, in the coming months. that means even come say the end of the year here or if we go over the cliff and there's some quick resolution, it's not for everything and we'll be dealing with a lot of these problems for some time, carol. >> what's the president doing in hawaii? >> reporter: the president has been getting in some r and r. he arrived saturday morning. he played golf with some of his buddies. he wept outer with his wife. yesterday he attended the ceremony for senator daniel inn way. and then he went for a hike in the afternoon with his daughters. this may be his one chance for a vacation and you may
